1. Acceptance of Terms

By accessing or using the Quantum Exposure Index website at qeindex.xyz ("QEI", "the Service", "we", "us"), you agree to be bound by these Terms of Service ("Terms"). If you do not agree, do not use the Service.

We may update these Terms at any time. Continued use of the Service after changes constitutes acceptance. Material changes will be noted by updating the effective date above.

2. Description of Service

QEI is an informational research platform that tracks and analyzes the quantum computing exposure of entities including blockchains, financial institutions, technology companies, and governments. The Service provides:

• An index of 420+ entities ranked by estimated quantum risk scores
• AI-generated quantum threat assessments for any entity on demand
• A wallet scanner that calculates personal quantum exposure based on on-chain holdings
• A Q-Day countdown clock based on publicly available research estimates
• A curated Research Hub of primary sources from standards bodies and research institutions
• News aggregation related to post-quantum cryptography developments

3. Not Financial or Legal Advice

Risk scores are model-derived estimates based on publicly available information. They do not guarantee future security outcomes, predict the timing of quantum computing milestones, or represent the views of any third party, standards body, or government agency cited in source materials.

You should consult qualified professionals before making any financial, security, or infrastructure decisions based on information from this Service.

4. AI-Generated Content

QEI uses artificial intelligence (Anthropic Claude) to generate quantum risk assessments. AI-generated content:

• May contain errors, omissions, or outdated information
• Is labeled with confidence levels and claim classifications (Verified Fact, Reasonable Interpretation, or Model-Dependent)
• Is not independently verified by QEI for every entity or search query
• Should be treated as a starting point for research, not a definitive authority

We apply mandatory overconfidence scanning and source hierarchy requirements to our AI prompts, but we cannot guarantee the accuracy of every output. Always verify critical information through primary sources.

5. User Accounts

You may optionally connect an X (Twitter) account to personalize your QEI experience. By connecting your X account, you authorize QEI to read your public profile information (display name, username, profile photo). We do not post on your behalf without explicit action from you.

You are responsible for maintaining the security of your account. You agree not to share account credentials or use another user's account.

6. Subscriptions and Billing

QEI offers a free tier and a Pro subscription. The Pro plan is offered at the prices displayed at the time of purchase. Prices may change with notice.

• Free: Full index access, wallet scanning, 3 AI searches per day
• Pro Monthly: Unlimited AI searches, priority features — billed monthly via Stripe
• Pro Annual: Same Pro benefits — billed annually via Stripe at a discounted rate

Subscriptions renew automatically until cancelled. You may cancel at any time from your profile panel. Cancellation takes effect at the end of the current billing period. We do not offer refunds for partial billing periods except where required by applicable law.

Payment processing is handled by Stripe. Your payment information is transmitted directly to Stripe and is never stored on QEI servers.

7. Referral Program

Pro subscribers may receive a unique referral link. When a new user subscribes to Pro through your referral link, you receive one free month of Pro added to your subscription. Referral rewards are applied automatically and are non-transferable. We reserve the right to modify or terminate the referral program at any time.

Fraudulent referrals (self-referrals, fake accounts, or automated signups) will result in forfeiture of rewards and may result in account termination.

8. Wallet Scanner

The Wallet Scanner accepts public blockchain addresses to calculate personal quantum exposure. Blockchain addresses are public by nature — they do not constitute private or sensitive information. QEI does not request, accept, or store private keys, seed phrases, or any credentials that could grant access to funds. Never share your private keys or seed phrases with any service.

9. Acceptable Use

You agree not to:

• Use the Service for any unlawful purpose or in violation of applicable laws or regulations
• Scrape, crawl, or automatically harvest data from the Service without written permission
• Attempt to reverse-engineer, decompile, or extract proprietary scoring models
• Use the AI search functionality to generate assessments for harmful, deceptive, or malicious purposes
• Circumvent rate limits, usage caps, or authentication mechanisms
• Interfere with the Service's operation or security
• Misrepresent QEI data as professional advice, official government assessments, or standards body conclusions

10. Intellectual Property

The QEI brand, scoring methodology, visual design, and original written content are owned by QEI and protected by applicable intellectual property laws. Primary source materials referenced on QEI remain the property of their respective owners.

AI-generated assessments produced on demand for your query are provided to you for personal and commercial research use. You may cite them with appropriate attribution to QEI and a note that the content is AI-generated.

11. Third-Party Links and Sources

QEI links to and cites external sources including NIST, Google, Microsoft, NSA, BIS, and other institutions. These links are provided for reference only. QEI does not control external websites and is not responsible for their content, accuracy, or availability.

12. Disclaimer of Warranties

THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT. QEI DOES NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, ERROR-FREE, OR THAT ANY DEFECTS WILL BE CORRECTED.

13. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, QEI AND ITS OPERATORS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING OUT OF OR RELATED TO YOUR USE OF THE SERVICE, INCLUDING BUT NOT LIMITED TO LOSS OF PROFITS, DATA, OR GOODWILL, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.

Our total liability to you for any claim arising out of or related to these Terms or the Service shall not exceed the amount you paid us in the 12 months preceding the claim.

14. Governing Law

These Terms are governed by and construed in accordance with the laws of the United States. Any disputes arising under these Terms shall be resolved through binding arbitration or in a court of competent jurisdiction in the applicable jurisdiction.
